2 September 2026 – Information on the Registration of Foreign Producers and their Authorised Representatives in GPAIS
On 12 August 2026, the main provisions of Regulation (EU) 2025/40 on packaging and packaging waste became applicable. These provisions establish, among other things, requirements for foreign producers placing packaging or packaged products on the Lithuanian market and their appointed authorised representatives.
We inform you that GPAIS currently does not yet have the functionality enabling foreign producers to register in the Register of Producers and Importers through an authorised representative appointed to fulfil obligations related to packaging and packaging waste.
GPAIS is currently being updated to implement the requirements of Regulation (EU) 2025/40.
Information on the availability of the technical functionality for registration in the Register of Producers and Importers through an authorised representative, as well as the registration procedure, will be published additionally on the GPAIS website.

28 August 2026 – On the Main Provisions of Regulation (EU) 2025/40 on Packaging and Packaging Waste, Applicable as of 12 August 2026
Please note that, as of 12 August 2026, the main provisions of Regulation (EU) 2025/40 on packaging and packaging waste have become applicable. Taking into account the scope of application of the Regulation and the requirements laid down therein, a uniform approach to the application of its provisions is currently being developed at both the European Union and national levels, and additional guidance on their implementation is being prepared.
In order to ensure the consistent and uniform application of the Regulation, the most relevant issues are currently being coordinated with the Ministry of Environment of the Republic of Lithuania, the institution responsible for shaping policy on packaging and packaging waste management. Questions concerning the application of the Regulation are also being considered at the European Union level.
Please note that, in order to implement and further specify the provisions of the Regulation, the European Commission is expected to adopt delegated and implementing acts, guidelines and other implementation measures. In addition, work is currently underway to align the national legal framework with the provisions of the Regulation, while competent authorities are preparing and updating guidance and answers to frequently asked questions.

Extended Producer Responsibility (EPR) in Lithuania means that companies have specific environmental obligations for the products they place on the Lithuanian market. The purpose of EPR is to promote greener solutions and more sustainable product life cycles. In Lithuania, several product categories are subject to EPR (see overview below), and compliance with these legal requirements is mandatory for all producers and importers.

Since January 2, 2018, producers and importers register in the Unified Product, Packaging and Waste Record Keeping Information System - PPWIS which is publicly available at www.gpais.eu in the section titled "Public GII data."

The implementation of producer responsibility is based on "the polluter pays" principle set out in the Law on Waste Management, which means that the costs of waste management, including the costs incurred for the installation and operation of the necessary waste management infrastructure, must be paid by the original producer of waste or the current or former holder of the waste and/or the producer and/or importer of products whose use results in waste.
When does EPR apply
The principle of Producer responsibility applies to the management of the following waste flows:
- oils
- vehicles
- electrical and electronic equipment
- taxable products (tyres, non-installed accumulators and batteries, intake air filters of internal combustion engine fuel and lubricants, automotive hydraulic shock absorbers)
- batteries and accumulators
- packaging
- tobacco products with filters and/or filters sold for use with tobacco products
- wet wipes and/or balloons
- fishing gear containing plastic
Producers and/or importers of products and/or packaging (hereinafter – PAI) must register themselves in the PAI Directory and keep records of products and packaging and submit reports. Other PAI responsibilities related to product and/or packaging waste management and public education may be performed by PAI as follows:
- Individually – by organizing the management of waste generated by the use of products and packaging (used for own use purposes) after they have been placed on the domestic market of the Republic of Lithuania.
- Collectively – by setting up an organization of producers and importers referred to in the Law on Waste Management (in the case of packaging, the Law on the Management of Packaging and Packaging Waste) and/or by becoming a participant in such an organization and entrusting it with organizing the management of products and packaging waste and carrying out all or part of the obligations laid down in this Law or by entrusting the organization, on contractual grounds, with the organization to organize the management of products and packaging waste and to execute all or part of the obligations laid down in this Law without becoming a participant of the organization.

In accordance with the Order No. D1-276 of the Minister of the Environment of the Republic of Lithuania of 24 April 2013 "On the Granting of Powers to the Environmental Protection Agency", from 15 May 2013, the functions of the institution issuing licenses for the organization of product and (or) packaging waste management activities specified in Article 3423 Part 2 of the Law of the Republic of Lithuania on Waste Management are performed by the Environmental Protection Agency.
